Dr. Larry Neidigh received his Ph.D. from the University of South Florida
in 1987. He subsequently accepted a post-doctoral internship at Community
Behavioral Services in Orange Park. He simultaneously accepted a position in
the Psychology department at the University of North Florida, where he served
15 years as a tenured associate professor. As the demands of his growing
clinical practice grew, he eventually decided to retire from the University and
dedicate his time to the full-time clinical practice of Psychology.
Though trained as both a Psychotherapist
and a Psychological Evaluator, over the years, Dr. Neidigh has specialized in
the practice of Forensic Psychology and serves as the Clinical Director of
Community Behavioral Services. He conducts Forensic Psychological Evaluations
for both the criminal and civil courts. He is widely recognized as an
expert in performing child custody evaluations, sexual offender risk
assessments, parental fitness examinations, psychological evaluations for
diagnostic and treatment purposes, psycho-educational evaluations, and
evaluations for the criminal courts focusing on competency, sanity, and
mitigation.

Joni Neidigh, LMHC has been employed with Community Behavioral Services for
over 20 years. She is a licensed psychotherapist in the State of Florida who
pioneered the Competency based Anger and Violence Intervention Program
(“AVIP”) in 1995 and has served as the director and facilitator for
19 years. Including her internship, she has served families in Duval, Clay,
Baker, and Nassau Counties for over 24 years. Mrs. Neidigh has experience
facilitating individual, group, and marriage counseling. She has served as a
motivational and educational speaker on numerous occasions and has provided
expert witness testimony in the above named courts for the past 21 years. In
addition, she has received training in domestic violence, emotional, physical,
and sexual abuse, and has completed the forensic examiner training at USF. She
currently holds certification as a domestic violence counselor from the
National Association of Forensic Counselors. She has also been assisting
athletes for the last six years as a Mental Game Coach using cognitive therapy
and imagery to improve performance. These techniques assist athletes in terms
of overcoming obstacles and reaching personal or professional goals. She has
worked with numerous coaches and athletes associated with Florida and USA
Swimming. She is currently accepting new clients.
Joni Johnston Neidigh is a Licensed Mental
Health Counselor in the state of Florida, and has been in private practice for
over 26 years. Joni is also a Certified Clinical Hypnotist who specializes in
athletic performance. She has helped develop athletes from age-group to
Olympians and professionals in the sport of swimming. Joni works with USA
registered swimmers and coaches all over the country. She has hosted and worked
with coaches and teams from other countries as well including Spain, Japan,
Brazil, Australia, Scotland, and more.
Joni is also a presenter at clubs,
coaches-clinics, colleges, and high schools around the country. She is known to
help athletes, coaches, and parents learn to improve their mental game in a fun
and easy way. In addition to seeing clients at her private practice locations,
Orange Park, Jacksonville, and Jacksonville Beach, Florida, she also offers one
on one sessions with athletes via Skype or Facetime.

Dr. Mark Flynn, Psy.D. has been with Community Behavioral Services since 2003. Dr. Flynn is a Licensed Psychologist who specializes in the evaluation and treatment of adults, children, adolescents, families, and couples. He is part of the assessment and evaluation team, and he administers the competency based Anger and Violence Intervention Program. He also sees clients in need of individual counseling, couples counseling, and family therapy. He has testified and been recognized by the courts in Duval, Clay, Nassau, and Leon County as an expert in the field of Psychology. Dr. Flynn is also a Florida Forensic Examiner, having completed the examiner training through USF School of Psychology and Law.
Specialty areas include: anger and violence intervention, psychological evaluation, and the diagnosis and treatment of various clinical disorders including: mood disorders, anxiety disorders, learning disorders, developmental disorders, psycho-legal issues, and personality disorders. Dr. Flynn also administers the Autism Diagnostic Observation Scale (ADOS-2). The ADOS-2 is recognized as the gold standard for diagnosing Autistic Spectrum Disorders. He specializes in the diagnosis of Autism Spectrum Disorder, but does not offer behavioral therapy for children diagnosed with ASD.
Dr. Flynn completed his APA accredited internship with the Intermountain Health Care in Salt Lake City, Utah. The internship took place in three settings: University of Utah Child and Adolescent Specialty Clinic, Alta View Center for Counseling, and the Primary Children’s Medical Center Day Springs Latency and Adolescent Residential Treatment Center. He completed his therapy practicum at Inner Harbour Hospital, and his diagnostic practicum at North Dekalb Community Mental Health Center. He also spent two years working as a therapeutic wilderness counselor for troubled teens in Texas.
Dr. Flynn earned his Doctorate of Clinical Psychology, Psy.D., in 2003 from the Georgia School of Professional Psychology in Atlanta, Georgia. He attained the dual specialty track of neuropsychological assessment and child/family. He also earned his masters degree in Clinical Psychology form GSPP. He graduated from Florida State University in 1996, where he received a Bachelor of Science degree in Psychology.
Mark Flynn, Psy.D. grew up in Orange Park, Florida, and graduated from Orange Park High School in 1993. He has dedicated his life to helping others live more fulfilling lives, reducing the risk of child abuse and domestic violence, and assisting individuals, couples, and families overcome emotional and behavioral problems. Dr. Flynn’s primary therapeutic perspectives are cognitive behavioral and solution focus.
Cheryl Carlyon, LMHC holds a Bachelor of Science degree in Psychology and a Master of Science degree in Counseling Psychology from Nova Southeastern University. Ms. Carlyon works with children and adults in individual and group settings. She treats children with mood disorders, behavioral difficulties, and pre and post divorce adjustment issues. She treats adults with mood disorders, grief issues, and adjustment issues both pre and post divorce. In addition, Mrs. Carlyon provides couples and family counseling. Ms. Carlyon specializes in treating sexual abuse victims and individuals who have experienced abuse or neglect. In addition, she has been recognized as an expert in family mediation and time sharing issues, often being appointed by the family law court to serve in this capacity.
Ashley Neidigh, LMHC. After becoming a national champion in swimming, Ashley decided to turn her talents toward helping others. She obtained her Master’s Degree in Mental Helath Counseling from Indiana University and subsequently joined Community Behavioral Services to assist people in meeting their goals of increased satisfaction and success with life, and reducing emotional distress through the development of skills and insight. This is her primary career goal.
Edward Hoffman, LMHC has been employed with Community Behavioral Services for 28 years. He is a Licensed Mental Health Counselor, and has a Bachelor of Arts in Psychology Degree from Southern Illinois University, Carbondale, and a Master of Arts in Counseling Psychology Degree from the University of North Florida. Mr. Hoffman specializes in group and individual treatment of adolescent and adult sexual offenders. He has been qualified as an expert witness by courts in Clay, Duval, and Nassau counties in counseling Psychology and sexual offender treatment. In addition, he provides counseling services to children, adolescents, and adults with mood, behavior, anxiety, and adjustment disorders, as well as couples and family counseling. Mr. Hoffman is part of the Community Behavioral Services assessment and evaluation team. Prior to his employment with Community Behavioral Services, Mr. Hoffman was employed as a substance abuse therapist with River Region Human Services in Jacksonville, Florida and Hill House in Carbondale, Illinois.
Bill Hughes, MA, LMHC was born in Buffalo, New York and relocated to Georgia with his family at the age of 11. He joined the United States Navy in 1981 and served in active duty for five years, attaining the rate and rank of Operations Specialist First Class (OS1) before separating from the service in 1986. He and his wife of 34 years, met in 1983 when the USS Saratoga (CV-60), moved to its homeport of Mayport, Florida. They married one year later and waited 10 years to start a family. Their two children were born and raised in Jacksonville. Bill earned his Master of Arts in Counseling Psychology from the University of North Florida in 1994. In that year, he was hired to create a program for sexually abused children at the Mental Health Center of Jacksonville. While there, Bill also worked part-time in the evenings providing counseling services to families at the Children’s Home Society’s Teen Center. Having established the New Beginnings program, he left and was hired by Charter Hospital to become their Lead Therapist. However, in 1995, he returned to Community Behavioral Services (CBS), where he had interned while a graduate student several years earlier.
Bill became a Licensed Mental Health Counselor and has been working at CBS for over 20 years. While at CBS, Bill has become certified in Neuro-Linguistic Programming and is also a Certified Sexual Offender Treatment Specialist through the National Association of Forensic Counselors. In addition to providing counseling services to individuals, couples, and families, Bill also regularly conducts interviews and testing for Psychological and Psychosexual Evaluations, as well as Parental Fitness and Competency Evaluations. He sees clients in both our Orange Park and Jacksonville offices, provides group therapy to registered sexual offenders, interviews inmates and conducts Psychological and Intelligence testing in local jails, has testified as an expert witness in Federal Court and in the State courtrooms of several counties in Northeast Florida, and manages to maintain a healthy lifestyle, a happy marriage, and a close circle of friends. Bill assists people through their bouts with depression, anxiety, trauma reactions, marital distress, and grief and bereavement, among his many other areas of clinical focus. He believes in the ability of people to grow and to change and is dedicated to helping his clients in a sincere and caring fashion.
Tina Bailes, Registered Mental Health Counselor Intern received her Bachelor’s degree in sociology with a minor in Criminal Justice from FIU in Miami. She is now in her last stages of her Master’s Degree in Marriage and Family Therapy at Liberty University, Lynchburg, Va. She has had a long career in the Clay County School System, mostly working with Junior High students, teaching and working with students with ADHD, Anxiety, learning disabilities, and other teenage difficulties, as well as helping parents help their children. She has also done a lot of volunteer work with elementary age students and high school students through church activities, fine arts club, and youth group. She also has life experience dealing with adults with depression, anxiety, post-partum depression, and some personality disorders. Her training at Liberty has prepared her to meet you where you are in your life’s journey and work with you through your issues. As a counselor, she has experience working with the above issues and with married couples through infidelity, communication, and other issues.
In her off time, she and her husband enjoy travel and learning about history. They have raised two grown children in their 30 years of marriage and still have one teenager at home.
